Clashes Over Namisindwa District Budget

Leaders in Namisindwa District have clashed over the laying of the 2026/2027 budget.



The District Council presented budget estimates totaling UGX 42.9 billion at the District headquarters. Despite spirited attempts by some leaders to stop the process, the budget was later laid. Earlier councilors like Alex Molokoyi(Bukiabi Sub County), Martha Muyama(Bumbo Town Council), Bwayo Kitumbesi(Namabya Sub County) walked out. 


Bubulo East Member of Parliament John Musila has criticized the circumstances under which the budget was passed, describing the proceedings as null and void. Musila said that the budget document is a product of the executive and accused the Speaker of overstepping her mandate.


Bwayo Emma, the Male Youth Councillor and LCV Chairperson-elect for Namisindwa, said the action by the leaders are politically motivated and aimed at discrediting him. According to Bwayo the District Council Speaker never violated any law and that the Budget which contains critical projects for the District had to be laid within the set deadline. He explained that people must get services regardless of political leader’s differences. 


District Speaker Dorothy Walukawu commended councillors for welcoming the budget, noting that it is their primary responsibility to scrutinize and appropriately allocate resources for the benefit of the people.
